My condolences to the family. I met Joe around 2002 when he bought a vehicle from me, in the process we discovered he lived around the block from me. He and much of his family have been buying vehicles from me ever since.
I would also see Joe around town most recently in Cafe Navona with Trish. It was always nice to see him and I will miss those times.

Dr. Devine was one of my professors at FDU and was the first instructor I took for an in-person course. His teaching style was so refreshing and the class was engaging due to his mastery. He was a real educator. I was looking forward to taking more classes with him.. Even though I just met him a few months ago, he has left an indelible mark.
I wish the family peace and comfort.

I met Joe at West Point in 1993, as part of a statewide group of ten New Jersey police officers tasked with developing the NJSACOP Command and Leadership Training Program. Joe and I have been lifelong friends ever since. All the good things that people say about Joe are true. And the genuine sorrow felt so deeply by his family, and experienced by so great a host of mourners, is rooted in the depths of Joe's soul. For his soul resonated with ours - all that we were, and all that we hoped to be. For me, I hope to be as good a friend to those who need one as Joe was to me. Rest in peace, my friend. Jim Clifford

My deepest condolences to family and friends. I met Joe as a professor at FDU while getting my Masters. He taught me so much. I remember one specific class when he had take a call. He came in and said he had to leave because he had a body. Then he smilingly turned and said “Well not mine, another one”. He was smart, funny, and friendly. I was glad we sometimes got to see each other at County meetings. I was sad to hear of his passing.

Joe was a very good man, an excellent colleague, a tireless thinker, and a very good friend. My family keeps a very fond memory of him because of his kindness and loving spirit. My son was in shock when he learned about Joe's passing since he was my son's mentor during his internship. Joe will be miss and his charismatic person is irreplaceable.
God gives eternal rest to his soul and patience to his loved ones.

Joe was such an inspiration for me in reference to achieving my Masters Degree and was pushing me to go even further and to pursue becoming an adjunct professor. He was dynamic, bold and spirited. I enjoyed so many conversations about so many topics because he had a plethora of knowledge. My wish for his family is that I hope they realize how many lives he touched in such a positive way. He lived an amazing life... always striving for a little bit more and though I would hope he is finally resting peacefully, I know he is up to something.

Joe always encouraged us to never give up no matter what, and to continue to strive to be the best at what we do. He was one of my favorite professors, and I will always remember him at heart. I first met Joe in a class he was teaching and found him to be very entertaining, informative, interesting, and memorable. Joe was always one to make sure you learned the material and the effects of the material. I just wanted to share that Joe made an impact and that he will be missed. “The Great Devine” as many would know him, lived up to his name as he undoubtedly changed my professional and personal life forever. I lived across the street from Joe and Blairstown and when I relocated to Rockaway ran into him at the Shop Rite. Soon after he moved across the hall from me. Joe was like a big brother. He was always my protector. Even up until the day before he passed he texted to make sure I was OK and to see if I needed anything. I was just his nature. I can’t put into words how much I will miss him. He was always so proud of his family, grandkids both here and on the way and of Trish. On more than one occasion he commented about how strong Trish is. Just know he’s always there for all of you. And he will be watching and taking part in your lives from now until the time you meet him again. I told Coner he’s already in heaven Revamping their systems and making everything flow smoother. In 2017 I decided to pursue my master's degree at FDU after speaking with Joe over the phone. He provided me with all the motivation and confidence that I needed to take on that challenge. I took several classes with Joe while at FDU and was amazed by his brilliance. But what I enjoyed the most about his classes were the conversations after class at the varies local pubs that we would go to for a beer. Joe wasn't just your professor, he was your friend. For the last several years, I was blessed to be taught, mentored, and friended by this amazing man. Like many others, he took me under his wing, personally and professionally, and always always always made time to text, talk, or get together. I have learned and grown so much in such a short time because of him. I doubt there has ever been a more dedicated law enforcement professional. Hie contributions are far too many to list, but well known beyond words. Those that knew him were blessed, those that did not missed out on a treasure. I was deeply saddened to hear of Joe’s passing. Joe and I came to Fairleigh Dickinson University at the same time.He became a close colleague and friend. I shared many a laugh at his great stories. We both enjoyed sharing stories on Irish history as well as our Irish ancestors.
Joe was so delighted about the birth of his granddaughter and pending birth of his grandson.
I will truly miss him.
My thoughts and prayers are with all the Devine family.
