A BRIEF THIRTY YEAR HISTORY OF THE ROCKAWAY TOWNSHIP SHADE TREE COMMISSION
Edith Yates reactivated the Rockaway Township Shade Tree Commission (RTSTC) in the late 1980s after several years of inactivity. The Commission mainly reviewed plans submitted to the Planning Board (RTPB) for landscaping details. Many times, in the early years, there would be minimal or no landscaping plan included in a developer’s submission. As an advisor to the Planning Board, the (RTSTC) would review and submit recommendations. Edith with at least one or two other members would visit the site, and the Commission would submit comments on completeness, types of landscaping materials (i.e. resistance to deer), placement, protection of existing trees, compliance with all township ordinances, and any new landscaping information from the NJDEP. At first developers were reluctant to include much landscaping, but subsequently they learned what the (RTSTC) was looking for and realized our requirements and suggestions only enhanced their projects. The (RTSTC) reviewed, visited, and submitted comments on all major project for the last thirty years. A few examples might be Iron Parkway/Bergen Record, Fox Hills, all the new buildings at the Rockaway Township Mall, all commercial projects on Green Pond Road, and many residential and condo developments throughout the Township.
Edith and other members worked with and answered questions from residents, the Engineering Department, and the Department of Public Works. They enabled the Commission to become a Certified Shade Tree Commission in the late 1990s. This required a Forestry Management Plan approved by NJDEP which must be upgraded every five years. The Commission would always apply for and receive a grant for one half the cost of the Forestry Management Plan from the NJDEP. This certification provides the town protection from liability along roadways, and in the area of township buildings, parks, and facilities.
Edith also instituted the Township Beautification Awards. Once a year the (RTSTC) would advertise for recommendations in the categories of residential, commercial, and /or community properties. The winners would be recognized at a council meeting and receive a letter of accommodation. Edith also applied for and received several NJDEP grants for trees and shrubs to planted around the Municipal Building and Library.
Edith and the Commission were the first in the area to require landscaping plans for detention basins for all new developments. They also worked toward Rockaway Township being designated a Tree City USA, but never quite met all of the requirements.
When (RTSTC) reactivated in the late 1980s they inherited a checkbook balance of $1006 which they never used until last year, when they purchased the tree and the plaque for the Arbor Day tree planting in the memory of the former Mayor Dachisen, returning the remaining balance to the Township.

Auntie Edith was a very special and kind woman. I enjoyed reading the obituary and learning many things that I did not know, yet it all makes sense. Her passion and adventurous sprit was felt strongly, and will live on in her children and grand children. Although the times I got to visit Edith was too short, she always made me feel so welcome with her warmth, kindness, and amazing cooking. We will all miss her terribly, but will never ever forget her light. Rest in Peace. x

Edith was one of my best friends when I was in high school and part of my college At Seton Hall University. Edith and I dated as friends for almost 8 years. I thought of her often over the years. She was a special person. Rest in peace Steve Marra

Edith and I met in Reynolds Hall, a freshman dorm at Florida State University in Jan.,1965. The rest of the Delta sigs(Date Seekers) on the hall welcomed her to our fold and became forever friends. Edith arrived with a trunk of treasures, as we all did, but hers included costumes from her days dancing with the famous Radio City Music Rockettes.
Her love of travel inspired us to search the ride board at the Student Union for rides to visit friends in other universities and cities when nothing interesting was happening at FSU.
It was a year of awakening and adventure which did not end at the close of freshman year and not even when Edith took a leave to work or travel. We stayed connected until she left this planet (in dance shoes and a glittery costume) with memories of adventures and secrets we shared. I love you and will forever miss you.
